BACKGROUND.
The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization promoting the rights of Persons with disabilities in Uganda with the vision of having “A Just and Fair Society where Persons with Disabilities live a Prosperous and Dignified life”. We exist to advocate for the rights of Persons with Disabilities in a unified voice for improved livelihoods. NUDIPU seeks to recruit competent and energetic Ugandan to fill the position below:
Job Title: Programme Officer
Location: Kampala-NUDIPU Head Office
Reports to: Manager Policy and Rights
Job Purpose
To support the implementation of disability advocacy initiatives aimed at promoting the rights of persons with disabilities, ensuring alignment with NUDIPU’s strategic direction and policies.
Job Summary
The programme Officer will be responsible for the implementation of the Human Rights advocacy project activities to ensure inclusive service delivery and governance for persons with disabilities. He/she will ensure policy influence both at District, National and international level.
Main Tasks and Responsibilities.
1.0 Project Planning, Development and Implementation
1.1 Ensure training of 400 PWDS on human rights and Advocacy in Nabilatuk, Amudat, districts.
1.2 Support the identification and capacity-building of disability champions and leaders at district and sub-county levels.
1.3 Supporting the development and implementation of local inclusion agenda focusing on issues of persons with disabilities in the local Government plans and budgets.
1.4 Provide guidance on the formation of district union and disability structures in the districts.
1.5 Engage with consortium members to develop and operationalize eleven (11) internal policies including Constitution, strategic plan, resource mobilization strategy and Advocacy strategy among others per district.
1.6 Conduct orientation for 30 representatives of the National Organization of PWDs (NOPDs) on government programmes.
1.7 Develop and implement the project monthly, quarterly and annual work plans
1.8 Write and submit project reports and document lessons to facilitate learning.
1.9 Supervise and appraise district-based staff.
1.10 Facilitate training for Executive Committees of District Unions and Sub-County Associations on disability inclusion, good governance and Advocacy.
1.11 Organize twenty (20) reflection meetings with the district unions and the associations of girls and women with disabilities in the 2 districts to track disability rights issues and inform local, regional and advocacy efforts.
1.12 In consultation with the Chief Executive Officer, organize six (6) Directors’ Fora meetings for National Organizations of Persons with disabilities (NOPDs)
1.13 In collaboration with consortium partners organize community awareness raising meetings focusing on changing the mindset of and towards persons with disabilities in the two districts
1.14 Submit monthly and quarterly progress narrative reports to the supervisor for donor reporting.
1.15 Submit project accountabilities.
2.0 Policy influence and engagement
2.1 Strengthen the collaboration with state and non-state actors including DPOs, CSOs and Government in national planning and budgeting to mainstream disability in their policies and programmes through capacity building and advocacy engagements.
2.2 Coordinate processes of research, documentation and regular sharing of best practices and innovations for learning and policy influence at the local, national, regional and international levels.
2.3 Develop twelve (12) petition/position papers at the National and district levels to advocate for inclusion of persons with disabilities.
2.4 Develop terms of reference of hiring consultant to conduct a survey on human rights violations and exclusion of PWDs at national and district level.
3.0 Resource mobilization
3.1 Participate in fundraising initiatives of the organization including, writing proposals, local fundraising, supporting endowment funds, among others in order to ensure sustainability of the organization.
3.2 Develop strategies for disability and gender inclusive mainstreaming in the project
3.3 Support overall development and sustainability of the District Union.
4.0 Monitoring and Evaluation
4.1 Participate in reviewing project targets, and monitoring processes (collect, collate, and share relevant project information) in line with the programme and organizational M&E framework
4.2 Oversee project inception activities, review meetings and monitoring and evaluation of the project.
5.0 Coordination of consortium partners
5.1 Conduct due diligence with the two consortium members to assess the areas of capacity improvement while implementing the project.
5.2 Periodically review the progress of the recommendations from the due diligence.
5.3 Ensure that consortium members submit monthly, quarterly and annual narrative and financial reports in timely manner.
5.4 Ensure effective communication with the consortium members on the project issues, learnings, challenges and actions.
5.5 Update the Manager Policy and Rights and senior management on key project developments.
5.6 Support coordination of implementation of disability-related projects in the organization funded by other partners, where there is no focal staff.
6.0 Other tasks and Responsibilities
6.1 Participate in the organization’s key events and represent the organization in relevant fora.
6.2 Provide technical guidance, couching and mentoring to staff and volunteers.
6.3 Support and participate in other programme area activities when required
6.4 Ensure that resources under your care are properly deployed and utilized
6.5 Undertake all necessary actions to protect and promote the image and brand of NUDIPU.
6.6 Ensure vulnerable people (older, youth, women & children) participate in NUDIPU activities.
The attainment of the above will be reflected in the employee’s appraisal, as well as the achievement of output, as described in the key responsibilities above.

Education and experience
• Bachelor’s degree in social sciences, Development Studies, Human Rights, Social Work, social Administration, Law or any related field.
• A postgraduate diploma in project planning and management, or monitoring and Evaluation and or human rights and ethics is an added advantage.
Industry Experience.
i. Minimum of 5 years of experience in project management preferably in disability rights, community development, or human rights based approaches.
ii. Knowledge of International and National human rights frameworks and disability inclusive development principles.
iii. Experience working with OPDs, CSOs, or local government structures.
iv. Experience in managing consortium projects
v. Knowledge in sign language and use of braille will be an added advantage.
vi. Experience in monitoring and evaluation
vii. Strong facilitation, mobilization, and report writing skills.
viii. lived experience of disability.

i. Proposal writing, Project planning, project implementation and monitoring skills.
ii. Administrative, coordination and strong communication skills.
